I find it interesting how Deputy Chief Scott Hemstad speaks to exposures from carcinogens yet he's the one advancing a line and showing water without proper PPE on. I also beg to question why a manager is on a attack line and not a front line firefighter? Staffing shortages City of Vernon? The biggest point here is a very poor example of leadership in regards to safety and proper PPE. I'm sure if a firefighter wasn't in full PPE Mr Hemstad would most likely be placing a letter of discipline on file. Come on Vernon you can do better

You might what to type out what PPE means in this context for the layperson.

BTW, which Hall do you or did you work out of or is it the union office?

PPE stands for personal protective equipment and the answer to your question is neither to both.

I doubt he was actually doing anything substantial at the site of the fire.
