Why the Long Delay in Asking for Witnesses?

Wondering why it is that police don't ask for information or potential witnesses within a day or so of the occurrence.
They're asking on February 20th re an event that occurred 23 days earlier, on January 28th.
Who remembers if they were downtown 23 days ago? Not me...

But if you witnessed something odd/different while you were downtown it would probably be remembered.

That's effective Policing...

Maybe present it on the news ASAP and ask for the public assistance in identifying suspect. Do a door to door the next day to see if there might be camera footage in the area.

Basic stuff truly.

maybe because the man hours that you're suggesting they put in for an uninjured incident isn't cost effective when there's a lot of other things that they're dealing with. The lady's arm was grabbed and she was uninjured. And barely shaken to the point where she kept on with her evening before even thinking about reporting it. Under those circumstances not a high priority case. Basic stuff really. Unfortunate it happened and that's the way the town is now but you got to prioritize somewhere and use your resources in the most efficient way possible
