In defense of Mr. Frind at least he plants grapes, not condos.

Yep Vernon's new development mantra: "Better than condos!".
Not sure why Mr. Frind requires your defense, DirtyBiker? If he had built condos, he would have had to improve the roads, install sidewalks, extend sewer, water, etc. all of which would have increased our tax base, provided work for tradespeople, homes for folks to buy, etc. Also might have helped other folks connect their properties to sewer/water.
Now it remains agricultural land and there will no public improvements or additional development opportunities - and the same low ag taxes will continue to be collected. GVW ratepayers will now be on the hook for a new $3.5+ million pumpstation on Okanagan Lake to serve irrigation demand.
Mr. Frind's next door neighbours in West Kelowna aren't happy with his massive production facility next to their condos but hey, that is allowed on ALR land. As you can see on his lands along Bella Vista (which are inside the ALR), earth reshaping, blasting etc are also allowed, as is all that fencing.

- This Council routinely approves variances and rezonings.
- This Council has already reduced development cost charges.
- This Council is financing a $10.2M sewer solution for the brewery (dedicated pipe installed via directional drilling under 25th Ave plus high-strength waste reactor at the poop plant) despite Objective #2 of our Liquid Waste Management Plan, yet apparently our City cannot front the $18 million required to connect 1,000 homes around OK Lake to sewer as per Objective #5.

based on the size and quality of the highway hes built so far on the rise area lands looks to me like theres a plan in there to build houses especially on the area at far end just above kin beach

He's putting in 300 to 400 acres of new vineyards to supply his West Kelowna winery so doesn't sound like housing going up there unless possible buildings for the workers. Maybe he's planning for a future winery.
