Scooters prove to be a hit

I've seen a lot of them on the streets. I actually once saw a rider who was wearing the helmet. Minimum 18 years old to ride them? I saw one kid who looked no more than 9. No passengers? You see doubles all the time. Abide by local traffic rules? The word "hit" in the headline will turn out to be prophetic again.
