Last years flooding along Mill Creek was a result of 2 things happening at same time.
1) Spring run off (happens every year)
2) Huge cloud burst at head waters, which also help speed up Spring run off.

So far this year its been run off with some rain.

Added: Creeks/Rivers fed by upper snow packs could be running high for awhile.

Been watching the creek stations. Trajectory seems to say exactly that

My guess is that with El Nina dissipating, 2018 winter will bring less precipitation, and less threat in 2019.
