Shell drops target to cut oil production as CEO aims for higher profits

Shell has abandoned plans to cut oil production each year for the rest of the decade, in a shift in approach to firmly target fossil fuels and increase payouts to shareholders under its new chief executive, .

The FTSE 100 oil company on Wednesday announced that production would remain stable until 2030, after previously saying it would cut output by about 1-2% each year.

Shell will invest $40bn in oil and gas production between 2023 and 2035, compared with between $10bn and $15bn in “low-carbon” products.

Sawan was appointed as Shell’s chief executive in September, replacing Ben van Beurden who had surprised some activists and investors by putting in place a target of achieving net zero carbon emissions by 2050, albeit with only gradual reductions in fossil fuel output planned.

Since taking over, Sawan has emphasised financial returns for investors. He told investors at the New York stock exchange that he wanted to “reward our shareholders today and far into the future”. While saying he wanted to lower emissions, he also repeatedly emphasised his belief that oil and gas would be required for the long term.

In its strategy in 2021, Shell said it would aim for “an expected gradual reduction in oil production of around 1-2% each year, including divestments and natural decline”.

However, Shell argued on Wednesday that the previous strategy did not constitute a commitment to cutting oil production steadily.

It said it had in fact hit the target within seven months of announcing it because of the $9.5bn sale later in 2021 of its interest in al project in the Permian Basin, Texas. Shell’s output was 1.9m barrels of oil a day in 2019, and dropped to 1.5mls a day – a 21% decline.

A Shell spokesperson: “Our target of a reduction in oil production by 2030 has not changed. We’ve just met it eight years early.”

Ross McKitrick: The truth about forest fires goes up in climate-change smoke

Until the recent Canadian wildfires sent plumes of smoke over the densely populated cities around the Great Lakes and along the Eastern Seaboard, few people in those cities had ever experienced the weird orange haze of a forest fire or the temporary spike in fine particulates and pervasive smell of smoke. Understandably, many people reacted with alarm. We city-dwellers typically only see wildfires on television, usually alongside footage of fire crews and water-bombers valiantly trying to put them out, which creates the impression they are somehow unnatural events that must be avoided at all costs. In reality, forest fires are not only natural but essential to the life cycle of the forest ecosystem.

Unfortunately, politicians, reporters and climate activists rushed in to exploit this unusual event by pushing their agenda. They made a lot of glib claims about climate change causing wildfires to become more common. For instance, Prime Minister Trudeau tweeted: “We’re seeing more and more of these fires because of climate change .”

That statement is false. Amid the smokescreen of untrue claims, nobody seems to have bothered looking up the numbers. Canadian forest fire data are available from the Wildland Fire Information System . Wildfires have been getting less frequent in Canada over the past 30 years. The annual number of fires grew from 1959 to 1990, peaking in 1989 at just over 12,000 that year, and has been trending down since. From 2017 to 2021 (the most recent interval available), there were about 5,500 fires per year, half the average from 1987 to 1991.

The annual area burned also peaked 30 years ago. It grew from 1959 to 1990, peaking in 1989 at 7.6 million hectares before declining to the current average of 2.4 million hectares per year over 2017-21. And 2020 marked the lowest point on record with only 760,000 hectares burned.

The record shows that the fraction of fires each year that become major (more than 200 hectares in size) peaked back in 1964 at 12.3 per cent. From 1959 to 1964, it averaged 8.7 per cent then dropped to 3.4 per cent in the early 1980s. As of 2017-21 interval, it had climbed again to 6.0 per cent, but that’s still well below the average 60 years ago.

MADSEN: UN Climate agency distorts science, promotes green industry lobby

The dubious “ problem” of purported global warming has become a key driver of public policy, bringing social coercion and huge capital allocations by governments and corporations across the world.

Thus, very skeptical scrutiny should be brought to bear on proposals for frantic “ urgent action” on this matter. Trillions of dollars and millions of lives are at stake, depending on their recommendations and proposals.

The Intergovernmental Panel on Climate Change, ( IPCC) , the United Nations body assigned to study global warming — now rebranded as “ climate change” because there is no “ warming ” — has issued yet another dire warning, unsurprisingly, of imminent doom and apocalypse caused by human activity, particularly of Western countries’ consumers.

This latest report, formally called a ‘ Synthesis Report’ , is nakedly biased and unabashed. Alex Epstein, a prominent U.S.-based energy analyst, has responded:

“ A proper climate synthesis report must cover two key issues. One, an evenhanded (covering minuses and pluses) and precise accounting of our climate impacts. Two, an account of our ability to master climate danger, including the use of fossil fuel to neutralize its own negative climate impacts.”

Epstein notes that the “Synthesis Report” fails on both counts. Even worse, the report veers into bias and advocacy of specific remedies while ignoring contrary ideas. The report emphasizes dangers of a warming world omitting its positives — fewer deaths from cold — and only the possible negatives of rising levels of the main greenhouse gas, “ GHG ” , carbon dioxide , while CO 2 ‘s benefit in nurturing plant life (well documented by botanists) and the resultant greening of the planet.

In the IPCC’s world, CO 2 is the only component of the badly modelled climate system that could cause dangerous future temperatures.

Despite media hype over anecdotal episodes of heat waves, droughts and heavy precipitation events there is plenty of counterevidence — witness this spring’s unseasonably low New York, Toronto and New Delhi temperatures. On cue, green alarmists and politicians cited numerous and large wildfires in Canada as proof of global warming although the longer-term trend is for fewer fires and burnt land. Currently, sea levels are up just a few centimetres; despite the “Synthesis Report” forecasts of a rise of an easily-adapted-to metre or so by 2100.

The “Synthesis Report” further reveals an agenda: first, by explicitly condemning fossil fuel use over its “sinful” CO 2 production which is based on the much-disputed climate change mantra that Co2 is pollution, and second, asserting that only the complete adoption of intermittent and therefore unreliable solar and wind energy technology would save humanity from a total fiery “climate doom.”

Epstein also notes that the Synthesis Report avoids what he calls recursive learning: a behavioural change responding to observed evidence — higher variability of temperature or precipitation, causes people to become more resilient.

The report ignores fossil fuel benefits, particularly how it accelerates the economic growth and living standards of poor nations), through essential transportation and fertilizer, and building their capacity to be more resilient to naturally occurring climate events.

Finally, the Report’s endorsement of only solar and wind reveals the IPCC collusion with the now-huge, powerful, subsidy-hungry Green industry — which has captured much of the political and regulatory classes.

Canadian CanESM5 model predicts seven times more warming than observation. So, Trudeau overstates global warming, while completely underestimating the costs to reduce CO2 and water vapour. Canada has already predicted a 30cm sea rise in the west coast by 2050, but sea levels have not changed since the 1970’s.

Montana officials sought to downplay a first-of-its-kind trial over a state's obligations to protect residents from climate change, saying on Monday that a victory by the young plaintiffs would not change approvals for fossil fuel projects.

Attorneys for Montana's Republican attorney general began laying out their defense following a week of often emotional testimony in state court from more than a dozen young people who sued the state in 2020.

The 16 plaintiffs, ranging in age from 5 to 22 years old, say they're being harmed by wildfire smoke, excessive heat and other effects of climate change. They’re asking a judge to declare unconstitutional a state law that prevents agencies from considering the effect of greenhouse gases when they issue permits for fossil fuel development.

Experts say greenhouse gas emissions from coal, oil and natural gas are making the Earth hotter.

Plaintiffs' attorneys say Montana has never denied a permit for a fossil fuel project, but the state's lead environmental regulator testified Monday that permitting practices would not change if the young environmentalists win their case.

“We do not have the authority to not permit something that fully complies with the law,” said Department of Environmental Quality Director Chris Dorrington. “We are not the ones that created the law. We are the ones that implement the law.”

State officials also drew a distinction between the law being challenged — a provision of the Montana Environmental Protection Act that they characterized as “procedural” — and regulatory acts such as the Clean Air Act of Montana.

Only regulatory acts can used as the basis for permit rejections, and those don't allow permits to be denied in Montana based on climate impacts, said DEQ Air, Energy and Mining Division Administrator Sonja Nowakowski.
