Does nobody understand finance anymore? Funded by grants and capital reserves. Where do you think grants come from. Oh and capital reserves..come from taxpayers and are reserves. Eventually need to be built up again by guess what....taxes!!!!

And yet 'no cost will be put on the homeowner's... Just everyone who pays property or provincial taxes. People this wasted crap is not free
