Surrey was a dump in the early 80's and now is still ruled by Gangs Drug Lords.
Guess who runs it? the government, they are the Organized Crime Drug Cartel, one of the most corrupt City Halls in Canada. Developers/Drug/Gang Lords own City Hall it's quite the Cartel...
