There is currently a silly little skirmish between a few stubborn dog owners and our city's mighty bureaucracy which has been going on now for a few months. Along the River's Trail right near the old NORAD radar where the Trail meets the Lorne Street sidewalk there "used" to be an old plastic carbage can and a metal Rivers Trail sign post with a dog bad dispenser. The can was used mostly for doggy waste bags.
One day a few months ago the garbage bin just disappeared. Gone. I thought the homeless snagged it, I was wrong. However, not to be deterred, the dog walkers continued to drop their little "offerings" at the base of the sign in a tidy little pile on the exact spot the old green garbage can sat. One day a privately authored and printed sign appeared informing walkers that the can had been removed by order of a City Manager, Ms. Wourms, apparently had it removed because of the bears and would not be replaced because bear proof cans were too expensive. But still the dog bags piled up. The explanation sign was taken down, still the baggies were dropped there. The same citizen-generated sign was put up again, the bags still came, then the City removed the entire post, doggy bag dispenser, sign and all. But still, every day, a new little pile of bags are left neatly deposited on the exact same spot as the old can.
A simple little problem, a $5 Home Depot bucket would fix it but it appears some City employee is hell-bent on either flexing their authority or is in desperate need of an old rubber garbage can. Too bad there wasn't enough in the $275 million loan for a small garbage can. Meanwhile the baggies continue to appear but the City of Kamloops does not feel this level of satisfaction is warranted and the war continues between the steadfast Ms. Wourms and a dozen or so very UNsatisfied doggy walkers. LOL
Maybe find a spot for this little anecdote in the Satisfaction Survey.

While that was a cute little story and brought a smile to my face, it is telling of how council handles things. :biggrin:
