Crime pays in Canada. Why would the lawyers and lawless judges change. Its a money tree.

".I do not see how in any way, shape, or form, giving seven more conditional discharges to Mr. Mohr would not be contrary to the public interest," said Patterson. "...I believe the justice system’s reputation requires something other than discharges."

Ummm... I think the justice system could have improved its reputation by jailing this person AFTER he violated the first conditional discharge and therefore BEFORE the additional 7 crimes.
