Well I hope they at least pulled his PAL as well. Boneheads like this shouldn't possess firearms.

Doesn’t a rifle need to be in a case while transporting within city limits, if so how does one accidentally fire it.

Here's a thought- lifetime firearms ban, and when you catch him later with a gun- and we all know you will- automatic 5 year prison sentence.
Unlike our gun crazy neighbors to the south, to my knowledge Canada doesn't grant its citizens a God-given right to carry firearms, and given the fact that this guy lives in residential Burnaby, I doubt that moose hunting is high on his list of must do daily activities.
