It's an odd word to use, really came from Caesar and then the Slavic word tsar/tzar. Ivan the terrible was the first tzar, not a great history of the word. The Americanized use comes from the early 1900s and the actually appointment of czars has been controversial over time (both by Republicans and Democrats, of course only when the other side does it).

So it is a step of being more like the USA when we start using a term they've been the majority user on for the last 120 years. And we don't even implement it the same way, so it's a bit odd to co-opt that same term for a differing position.
