What a joke. Teck probably makes this much in profit every few minutes. Fines like this aren't fines. They should be directly related to percentage of profit so it actually affects the company and motivates them to do better. It would be way cheaper for Teck to continue to destroy the river than build treatment facilities to handle the effluent.
