So for 20 years this establishment has been in noncompliance with existing bylaws? In another 20 years City Hall may actually have to do something.

Clearly Mangal Capital couldn’t care less about complying with Municipal laws to the point where significant tax payer resources are being wasted trying to resolve this issue. Here’s an idea…wait until cherry harvest is in full swing then disconnect their water and power service. That should get their attention.

Time to close and lock the doors. Slap a new fine on owners. If still not paid, seize the property. Gee I wonder who the owners are???

Bring in the RCMP and arrest them, then sell the property for unpaid fines.

Ridiculous to go on this long!

Is it any wonder why a particular group of farmers and orchardists in this country continue to ignore the rules and by-laws established by municipalities and other levels of government? Because they aren’t enforced, and these unscrupulous farmers and orchardists just laugh. In this case, I have a suggestion for the District of Summerland, it’s quite simple and straight-forward, not sure why they haven’t thought of it yet. QUIT DITHERING! ENOUGH IS ENOUGH! DO YOUR JOB!!!

Absolutely cut off their water. Real farmers have heard about all the sketchy things this "business" has done. They will understand you are targeting really egregious behaviour and tried to help them get into compliance

At this point residents need to realize one big middle finger is being directed at them, yes due diligence is required legally but, each escalating action must be enforced the dayitis allowed up to & including end of business license, entering/exit of property leading to litigation. This sou ds just like the no balls RDOS bylaw & council pattern where the property owner thinks they can win by layering up for a withdraw by local admin, it works.

Goes to show you that City bylaws are unenforceable and city council has no teeth to rectify situations. After all, they might lose a vote in the next election

They are enforceable if they had the balls to do it.

I would give them 2 weeks to comply then show up with a wrecking ball and a bulldozer!
