Black Bear Problem

I have a neighbour who loves his birds and hangs hummingbird and other feeders all over his property. The hummingbird feeders have a sugary sweet nectar in them. On a few occassions, a black bear has come into our neighbourhood, lured by these birdfeeders. The bear knocks over the feeders at night and roams around his property and crosses into neighbouring properties.

I am concerned about the safety of the people in my neighbourhood and the pets that are outdoors (some of my neighbours keep their dogs on their patios and there are many loose cats about). If this bear becomes an ongoing problem, is there someone I should call to report this? Would it be animal control or SPCA?
