^^^Random thought right off the top of my head about how an earthquake may get the planet to spin faster.
Gyroscopic procession.
Earthquake causes tidal wave in ocean. That huge surge of water(weight) gains
momentum, and mass as it covers distance.
In such action my uneducated brain could fathom the temporary shift of the spin
of earth on axis.

I suppose, though that should cause the rotation to slow, not increase.
The hydroplate theory says that some earthquakes are the result of crust being pulled into the earth which better aligns the center of mass, and thus a faster spin.
