Technology used? Don't know. I'm a cop, not a techie.
Publish the frequencies? No. Kind of [partially] defeats the purpose. And the codes change every couple of weeks.
When? Don't know. All of the portables and car radio's have been programed and are ready for the flip of the switch. Just waiting for the upgrades to the repeaters and base stations. Apparently it isn't a cheap conversion so it is taking some time. Rumor has it within the year.
And forget about the whole bylaw for the noisy bikes. The city has apparently shelved it's plans. They're gonna rely on the new Motor Vehicle Act amendments to cover that.

2 Weeks ago I spoke with a few Bylaw Officers, as well the Mayor and City of Kelowna employees, they told me the new noise Bylaw was to be in effect for the July long weekend if not sooner.
They were waiting for the RCMP to get all the new meters and train all members on their use.
So, how is the Motor Vehicle Act Ammendments going to deal with the excessive noise issue?
And when is this to take place?

^ so refreshing to hear a police officer excited to get out of the public eye. My trust level just went through the roof!
As if people wont figure out how to defeat this system. It's the internet after all.
As well, freedom of information. Those frequencies are not protected, just hidden I believe.

They switch to private channels for critical/private actions.
As well there is a delay. As well scanners have been around for decades.
Superior intellect? Go on...
The scanner was more of a "what's going on in the community" snapshot. When a street close by my location is suddenly closed and a helicopter is circling, I like to get a idea of what is happening (lock my doors - guy on the loose or barricaded gunman or huge accident/fire?) and not wait 12 hours for a chlorinated RCMP/Castanet press release Robert Dziekański style.
And yes, I feel the media has a right/duty to report actions. They are the only thing keeping you from a dictatorship and/or a police state. The more they know the more you know - and I want them there as fast as the police. Right now you have to rely on the RCMP (and their best interests) first, to tell Nick Frost (and his best interests) so he can tell you what's going on in Kelowna, every 12 hours or so.
Ever play telephone? The scanner was a little bit of independent information sourcing.

There was a delay. They use private channels for critical things, obviously. The local cop posted multiple times that their organization was aware of the public's ability to monitor some of their communications - do you not think they would have calculated that into their operational agenda/plan?

You can decode the system with a digital scanner and decent pc with very little if any delay..
Its rumored some of the software will even form the talkgroups properly and map the system fairly well with labels too.
Handy.
P25 is not difficult nor secure really, for the most part RCMP is not encrypted, just digital. That may change. Lots of other companies use this new stuff too, so having a good digital decoder is key, no pun.

I still prefer the software decoders and good frontend hw to receive with.
