i agree with all but one part of this.. their "work" at night, is ripping people off.. keep them indoors at night

We must take drastic measures to tackle this crisis. What we have been doing has not solved the problem.Those out there on the streets are not capable if making sound decisions. Our laws need to be amended in order to take custody of the drug user, take them to a safe place where there is good shelter and counselling. . They must be treated until they become capable human beings. Working must be involved to help sustain the process. We need an organized Camp for these people away from people places and thin

If it becomes a fact of life that one could end up at treatment camp for an indefinite length of time maybe a person would think twice before getting on the drug trail.

What we are doing now has not worked. It's time for drastic measures.

That's exactly right. Do we need 2 cops? Or do we need 20? Do we need to put $1,000,000 toward the problem or $10 million?

To your example, I think you'd prepare differently for having one baby versus having triplets. Or would you buy 3 cribs and enough food and diapers for 3 babies if you were having just one kid? Or would you buy 1 crib, clothes for 1 kid, and food for 1 kid if you were having 3?

The scale of the situation determines the resources needed.

Agreed.
What happens when the $ 10M solution takes care of the problem, and it has been removed/cured?
We are now on the hook for a $10M payroll EVERY year.

(I am looking for an appropriate analogy here) but, that would be like keep on putting a bandage on a wound for 10 years after it was healed.

Besides, what is going to happen to the "clients" after the police have arrested them and put them in jail for the night? Going to jail is just another reason to stay high. It must suck to spend a night in the "bucket" and have to come down. Jail is better than sleeping in a vestibule, because it is warm, dry, and they get coffee and breakfast served right to their semi-private room.

It's not due to lack of policing or enforcement, it's about what the courts do with them afterwards. I am willing to bet that the police are more than willing to go out night after day and arrest every violator (it would be like shooting fish in a barrel), but they are feeling just as frustrated by having to arrest the same people every night because the courts set them free again in less than 24 hours.

Lol - interesting interpretation of my analogy, however to clarify it was more a pregnant or not pregnant example - there is no sort of pregnant.
