15 Cannabis Retail Applications Accepted to Move Forward

Proposed cannabis stores a step closer to opening
February 8, 2019

Following a two-month review, 15 cannabis retail applications have been accepted to move forward through the Citys standard rezoning process. Next steps would require rezoning of properties to allow the sale of recreational cannabis.

Applications were reviewed by a panel of City staff and RCMP representatives using a Council-endorsed scoring matrix, said Ryan Smith, Community Planning Manager. An independent consultant, Grant Thornton LLP, oversaw the evaluation process.

Out of the 15 successful applications, five were decided through a lottery held Friday afternoon. The random lottery was used for applicants that were scored within five percent and located within 500 metres of each other. Grant Thornton LLP oversaw the lottery, and applicants were invited to attend.

The timing for when cannabis retail stores are up and running will vary depending on the application, adds Smith. In addition to requiring a site specific rezoning, applicants have to go through several licensing steps with both the City and the provincial government before they can open a store.

Some applicants unsuccessful in moving forward either did not provide enough information, or the proposed location was too close to sensitive uses, such as supportive housing, social services offices or major child care centres.

Applications that were identified to begin moving forward in the rezoning process include:

Z19-0028 175 Old Vernon Road, 2053, 2065 &2115 Rutland Court
Z19-0029 2121 Springfield Road
Z19-0031 1100 Lawrence Avenue
Z19-0034 5505-5507 Airport Way

Should Council support the rezoning applications, and applicants receive the appropriate zoning for their property, they will then have to receive a non-medical cannabis retail licence through the provincial government as well as a business licence through the City.

What a joke our leaders have become. If I failed in my job, to be months behind legalization and make up nothing but excuses, I would lose my job. And do not tell me its because they are being cautious. I can buy anything I want right now on reserve land close to kelowna. So there you can buy most of what you want, and the government collects taxes from them for those sales to us. Go figure. Our stupid government is collecting taxes all ready from sell stores that are up and working but only on reserve lands. But aint no way they can handle getting their act together to get our stores up and running. What a joke.

Isn't 1100 Lawrence Ave. directly across the street from a child care center? Used to be Dr. Knox Medical Center, where my own doctor was for years.

And another child care center is right up the street from 1100 Lawrence?

all this delay is allowing the black market to flourish. i dont know what they thought was going to happen when they legalized pot and gave no one easy access to legally buy it. 1 store in an entire province isnt going to rake in the possible tax dollars they could have made if this was rolled out properly

Black market weed is $1000 per pound. The government pays the growers $2300 per pound. The only good thing about legalization is the fact that you can grow four plants in your back yard.

You gotta be kidding ? Commerce Ave. already has a liquor store & now a cannabis retail outlet is planned which I'll bet only requires the rubber stamp of approval ?

IMO it's a Council Conspiracy ? The JHS has their harm reduction shelter across the street from this ?

Looking downrange I don't see anyone - ever - ever recovering ? Sheer madness.

My office is beside both the Hearthstone and the liquor store. It has become a situation where there are syringes and total garbage strewn on the ground to step over the *bleep* to open our door when I arrive in the morning. If the Hearthstone was not there would it make a big difference - the answer is yes.
An excellent place for a cannabis store otherwise.
One can always reason with reason.

West Kelowna is even worse...local counselors are willing to wait until the "big brother" Kelowna approves some places first. Wouldn't doubt if WFN gets a few up and going soon. As usual, West kelowna is gonna be in last place again.... not really progressive as they say they are. Always second!
