This guy could have been from Vernon or Winfield. The only thing that can be taken from that article is; People in Rutland, don't lock up their bikes very well and are easy pickins'.

what do you suggest they do? lock it in a vault? the guy is clearly using bolt cutters .i am pretty sure the rutlanders are aware they need to lock their bikes up

They need to do whatever is necessary to protect their bikes. Maybe, bring them inside for the night, buy better locks?
Putting a BBQ cover/tarp over the bikes would have probably stopped that thief (it would have made too much noise when he lifted it up.

Bolt cutters do not overcome all locking devices.

If you leave valuables laying about in an environment where thieves proliferate then it is your stupidity.
People leave keys in their cars, wallets in plain view in unlocked cars and all sorts of dumb moves.
Thieves can't resist easy pickings.
Thinking that you can park your bike and put a dollar store lock on it will deter only a child with limited skills.
Cable locks are very difficult to cut with bolt cutters. There is much that you can do if you have half a brain.

they were chained up and locked behind a fence .what do you suggest? packing 5 bikes in to your living room?
