If you leave valuables laying about in an environment where thieves proliferate then it is your stupidity.
People leave keys in their cars, wallets in plain view in unlocked cars and all sorts of dumb moves.
Thieves can't resist easy pickings.
Thinking that you can park your bike and put a dollar store lock on it will deter only a child with limited skills.
Cable locks are very difficult to cut with bolt cutters. There is much that you can do if you have half a brain.

Keeping locked bikes out of site would be a good start. Some people lock a bike to itself rather than locking it to a solid object. Some people lock their bike to a chain link fence which is easy to cut through.
When I rode a bike, up until age 38, I used a chain with 3/8" links and a lock with a case hardened hasp and locked it to parking meters to avoid theft. That worked fine for years. My bike was stolen from my yard by a young mother and son who walked off with it in the middle of the day. I had not ridden it in years, it had flat tires and it was laying on top of a junk pile holding down a tarp. I only realized later that the mother and son walking by had my bike.

Used this one for over 5 years.
Got 2 free new keys a few years ago and then one of the cuffs would`nt lock after lots of mud and sand/ water in it.
Emailed Master Lock and they sent me a brand new lock this year even though I had bought it at Canadian Tire and did not even to show a receipt.

How do we know that this experiment is a failure before it has had the opportunity to run it's course.

There are a few on here that won't even give it a try.
We know from experience that other methods have not worked over years of trials, but this one has not been attempted.

I say, "Try it".
If it doesn't work, we try something else.

It doesn't matter that there are some here that wont even give it a try, they cannot change the fact that the "experiment" is in place right now.
High end drug rehab facilities, like that celebrities use, are out of the way and not immersed right in the middle of the very same environment helped people become addicts in the first place.
The reason it is failing and will continue to fail is because its design and complete failure to address the issue's that promote the use of drugs in the first place. Because the program is in our province, country, it is designed around meeting the political demands and so called humans rights and fluffiness of society.
Not to mention, even if we could assist 1 addict through rehab, another 2 maybe 20 or more are fallen prey to the very same environment that we cannot fix or rid ourselves of.
If you want rehab, get on that bus over there and we will take you to a place, with lots of assistance and programs, far away and help you.
Want to just mask the problem and never find a cure, get on the bus to one of many Rutland locations.

Judging from the map it would seem that more facilities can be added. Some benefits for additing it in Rutland:

- Lower cost area, so facilities and shelter building cost less
- away from the major tourism industries by the lake
- they already have some shelters, so the infrastructure is already there

- BC Housing pays over market rates for land - so that cost is not an issue. Building costs are high everywhere - do you think people call their contractors and tell them they should charge less for a job than what they would charge elsewhere in Kelowna? NOT

Congregating supportive housing in one area has lots of disadvantages - too many poor & or addicted people do not help make a neighbourhood better.

Infrastructure?? There isn’t a doctors office or walk- in clinic in this area - they need to go elsewhere,.

BC should quit spending billions on housing for addicts and follow Alberta’s lead - they are making all rehab programs free and building more rehab beds. AB would rather solve one of the root causes instead of enabling the addicted to carry on with their destructive lifestyle.
