Keeping locked bikes out of site would be a good start. Some people lock a bike to itself rather than locking it to a solid object. Some people lock their bike to a chain link fence which is easy to cut through.
When I rode a bike, up until age 38, I used a chain with 3/8" links and a lock with a case hardened hasp and locked it to parking meters to avoid theft. That worked fine for years. My bike was stolen from my yard by a young mother and son who walked off with it in the middle of the day. I had not ridden it in years, it had flat tires and it was laying on top of a junk pile holding down a tarp. I only realized later that the mother and son walking by had my bike.

Used this one for over 5 years.
Got 2 free new keys a few years ago and then one of the cuffs would`nt lock after lots of mud and sand/ water in it.
Emailed Master Lock and they sent me a brand new lock this year even though I had bought it at Canadian Tire and did not even to show a receipt.

Canadian Tire website has a mistake on the listing for the cuffs.
Cable Length (ft):180.45 ft
Plus you can use it to cuff the lowlife if you catch him.

If you want rehab, get on that bus over there and we will take you to a place, with lots of assistance and programs, far away and help you.
Want to just mask the problem and never find a cure, get on the bus to one of many Rutland locations.
Just wanted to bump this post to allow the words and reality to sink in.

Judging from the map it would seem that more facilities can be added. Some benefits for additing it in Rutland:
- Lower cost area, so facilities and shelter building cost less
- away from the major tourism industries by the lake
- they already have some shelters, so the infrastructure is already there

Congregating supportive housing in one area has lots of disadvantages - too many poor & or addicted people do not help make a neighbourhood better.
Infrastructure?? There isn’t a doctors office or walk- in clinic in this area - they need to go elsewhere,.
BC should quit spending billions on housing for addicts and follow Alberta’s lead - they are making all rehab programs free and building more rehab beds. AB would rather solve one of the root causes instead of enabling the addicted to carry on with their destructive lifestyle.
