I wouldn't bet money on it happening in B.C..........to self-righteous and run by the greed infested.
.......as far as Costco goes........fingers crossed that we see savings like at other locations........but part of me thinks that because this IS Kelowna, the Costco here will cave into the greed and brag it is 1 cent cheaper than the other stations here.

Gas at Costco in Kamloops has been at $1.399 since mid week.

We were down 5 cents/litre last night here in Richmond to 152.9 a litre. Keeping my tank topped off every week given the circumstances, saved my self a whole 40 cents on the 8 litres I needed to pump
Interestingly, with the restrictions we have in place, while pumps are capped at 30 litres, they set aside 4 pumps for "essential vehicle" use and they're not capped.

It might have something to do with part of the Provincial Fuel Tax revenue goes into local roadways and transit and since Vancouver has their own separate tax specifically for that, the remaining Provincial Fuel Tax goes into non local infrastructure.

Motor fuel tax on clear gasoline and clear diesel fuel is made up of provincial and
dedicated taxes. The provincial tax rate varies by region and the proceeds from this tax
go to general revenue. Dedicated taxes, which apply in certain regions in the province,
go to three organizations: the South Coast British Columbia Transportation
Authority (TransLink), British Columbia Transit (BC Transit) and the British Columbia
Transportation Financing Authority

Kelowna on the other hand, IIRC, transit is about 50% Provincially funded through general revenue, and they have no dedicated transit tax so 100% of that funding comes out of the general revenue since BC has no separate tax for transit.
So because, Metro Vancouver has its own dedicated tax system, it requires and gets less from the general revenue pool from the Province, hence, the less it needs to put in.
