Yes there needs to be a housecleaning at city hall.
The system needs vetting and assessments of what is going on.
I don't mean the hiring of consultants like Joe Creron and Ron Mattussi either.
While it may be perfectly legal, Creron retires as Asst City manager of Kelowna,($231.00 per) and now holds the job of CAO of Peachland;
Ron Mattussi retired former city manager of Kelowna ( $ 300.000 plus) has acted in a similar capacity for Grand Forks, Summerland and now....are you ready?
He is the CAO of Lytton in the community rebuilding.
All retirements and salaries are paid by the taxpayer.
There are rumours, not confirmerd by CofK officials that Mattussi also did consulting work to the city re extended benefits for city councillors.
I wonder who was paid the $75 thousand dollars for the survey to determine if city employees were happy with their managers.Just asking

The Ghost's of Rons past still kiss the walls of City Hall. I sincerely hope that Mayor Dyas will look at the wrongdoing of Basran and actually bring some decorum and truth to the City Manager position. Its clear that GilCHRIST was the anointed successor of Ron by Ron to preserve his legacy. Its time for real change at City Hall and we are all looking at Dyas to follow through with his platform to bring change to City Hall, because the culture is simply awful and it starts with GilCHRIST.

I'd like to know the background details of how city staff positions are created. For example, whose idea was it to create the $400,000 two-year position for Chris Ray? Are there 1, 2, 3 year contracts? Who decides which staffer gets a pay increase and how much?
When Basran first became mayor in 2014, the city had 716 full-time employees. Now it's over 1,000.
Has any city staffer ever been "let go" for any reason?
Does the mayor and council have the authority to cancel or not renew the contract of any city staffer? For example, if the value-added audit that Dyas is suggesting takes place, and the audit reveals job redundancies, need for downsizing, etc.

Ultimately its City Manager GilCHRIST who decides about the salary increases of exempt staff based on the budget. GilCHRIST is technically the only Employee of Council and can only be fired by a 2/3 majority of Council (same with the City Clerk and Chief Financial Officer - the Officers under the Local Government Act and by Council Bylaw). All exempt staff (not covered by CUPE) have employment contracts that outline severance without cause. The terms of GilCHRIST's contract were 'negotiated' by Basran/Council when he was 'anointed' by Rotten Ron and Basran. All this Council needs to do is to do a 360 review of GilCHRIST and they will quickly find how much he is hated by staff (at least those that he has not appointed - like Ryan Smith - a former developer buddy of his - its sickening). The public gets to see yearly how many staffers have been punted by GilCHRIST under the Statement of Financial Information. No names or details over than X staffers left with X numbers of months. We at City Hall see when those staffers are escorted out of the office...

Seems like a month into his mandate, Mayor Dias has placed his eggs in the Doug GilCHRIST basket. How this unhumane individual is our City Manager is beyond me, bankrupt of morals and should have been fired as the first order of business. The ghosts of Rotten Ron still abound at City Hall.

As the Basran charges come to light, one has to wonder if our former City Manager faces investigation. Rumours have been rampant in City Hall and you have to wonder if Basran covered these up for him. Further, we all should wonder about the appointment of GilCHRIST under the watch of Basran.

Lets connect some dots that seem to be missing, former City Manager has an entanglement with staff, the entanglement's spouse reports to GilCHRIST and then he becomes City Manager. Did Basran over this up or GilCHRIST????

It seems that former Mayor Basran had a patronage appointment of DG as recommended by RM - I wonder what other secrets are out there. Connect the dots, something is rotten in City Hall and its DG appointment as City Manager. RCMP superintendent undoubtably kept DG updated on the charges related to Basran, and DG kept that information under wraps during the election. One has to wonder the political games being played with the public by DG. Entanglements a many....

RM keeps boasting about water bombers and fire retardant being placed along his home in the upper mission during the 2003 wildfires. Having a position of power means that you get perks the public does not. How many homes burned when RM's was being saved (just like Senator Fitzparick's was also).

Speaking of Ron Matussi, as former city manager of Kelowna, then Summerland, then Grand Forks and now C.E.O of Lytton, I wonder how that is working for the citizens of Lytton.
