New Kelowna car idling bylaw

My neighbours have a 3 month old baby. They keep warming their car up for 10-15 minutes before putting baby in it...I'm calling bylaw! (Never)

from my apartment i can see roughly 100 cars . pretty much every single one of them sits and idles for at least a minute or two before they go . some have a smoke while it warms up .sometimes people let it run and clear the snow off their vehicle. i dont see anybody ever just hop in and drive away. seems like nobody is even aware or cares about kelownas new idling bylaw. seems like it is just a bunch of hot air from the city
