If you don't mind sharing, how does his place stay cool enough without AC?
He is on the bottom floor of a 2 story building. It gets warm but not overly so. He has a couple of fans and seems happy with that. We visit at least once a week and have never found it to be dangerously warm.

He doesn't really understand the need for new energy efficient stuff but it's not costing him anything so oh well.
Ah. The bottom floor is generally the coolest floor.

Agree, it's the removal of the concrete anchor of dependency what will save people, not another hand out only to further their inability to gain self reliance, personal responsibility & accountability. Plus those dreaming up these scams use this to satisfy their public dim philanthropic do-gooder deeds & the unionized bureaucrats who handsomely profite on these very wasteful socialist window dressing programs that typically see only 10 to 15% of the funding is, in this case, for the AC unit, the rest is bureaucratic profits.
That won’t help and certainly a kick them when they are down kind of thing.
The best help is self help
Dependency = slavery (kick them when they are down)
Independency = Freedom kind of thing

That does not help those who cannot help themselves. Need empathy and a concrete solution not a kick in the rear.

Yeup .. let's pay for those who can't afford an AC unit to get one .. I agree ..

Who's gonna step up and pay for them to run it ?? It's NOT free BTW ..

That's next ..

I can only help so much until I get kicked in the rear

Low amp for one room shouldn’t be pricey.

Time to pour out the AC cash from the personal wallet, when overcome by personal guilt,
instead of playing public dime philantraphist.
