Agree, it's the removal of the concrete anchor of dependency what will save people, not another hand out only to further their inability to gain self reliance, personal responsibility & accountability. Plus those dreaming up these scams use this to satisfy their public dim philanthropic do-gooder deeds & the unionized bureaucrats who handsomely profite on these very wasteful socialist window dressing programs that typically see only 10 to 15% of the funding is, in this case, for the AC unit, the rest is bureaucratic profits.
Dependency = slavery (kick them when they are down)
Independency = Freedom kind of thing

Who's gonna step up and pay for them to run it ?? It's NOT free BTW ..
