Du you have any idea how much solar, wind and storage you are talking about to supply that much hydro? Especially when those systems are dependent on weather. Almost impossible in a country as spread out as Canada. Your grid would be so unstable it would be almost useless.
Consider how hard it is to change yourself and you'll understand what little chance you have of changing others.

Tesla has pretty well completed their supercharger build right across Canada on Hwy 1.
Makes for an easy drive across the country, even in the Winter with reduced range.
