it's against the law to wear a disguise in the commission of a crime. (yes?)
so?
get caught wearing a mask committing a crime, busted. (like violence, mayhem, unruly mobbing, vandalism etc)
wearing a mask otherwise? well that would and should be fine.
..including congregating and peacefully protesting.
hold a sign, wear a mask, shout a slogan, attract a crowd, run out of ideas, go home.
no problem.

What about commit offense during protest, duck around the corner, ditch the mask and now you're incognito?

That reminds me of the furor over the thread about street cameras. A few posters commented on that thread that if you were doing nothing wrong, why worry.
