No it isn't. It is just populist vote pandering that will have very negative consequences.

Well so far one man (as noted in the article) had a ticket withdrawn because his "pitbull" wasn't a pitbull. Go after all owners and make everyone responsible for their dogs.

Wrong. It doesn't work, is expensive and it's better to govern by science than emotion.
She said former mayor Denis Coderre‘s administration targeted specific types of dogs, which was “wholly unscientific,” and “it doesn’t do anything to reduce the risk of dog bites.”

Re: Montreal. Reverses,pitbull law,
We'd do better to ban pitbull owners than the dogs themselves. But, since that's not likely to happen, we'll have to go with society's more palatable route of banning the dogs themselves.

Well that's pretty dumb. Lots of good people own pit bulls myself included.

That makes no sense whatsoever. I like Cesar Millan.

"But a pit bull or a rottweiler is a little like a toddler with a gun. It has the power to kill, but if you train it well, it probably won’t.
But ‘probably’ isn’t good enough when you’re dealing with guns. We need to ban dangerous dogs, like we’ve banned dangerous weapons. We need national legislation that takes the choice away from the owners, who will always believe that their dogs are the exception.
Because no dog has killed someone until they have. All dogs are safe until they are not."

"But he's wrong, and dead wrong if we're talking about pit bulls. All men may be created equal, but not all dogs. Says Katherine Houpt, director of the Animal Behavior Clinic at Cornell and author of Domestic Animal Behavior: "Different breeds have genetic predispositions to certain kinds of behavior, though that can be influenced by how they are raised. The pit bull is an innately aggressive breed, often owned by someone who wants an aggressive dog, so they're going to encourage it."

Re: Montreal. Reverses,pitbull law,
No point in starting another thread on pitbulls:
viewtopic.php?f=84&t=75186&p=2275590#p2275590
I won't even get into the 1999 opinion piece written by an editor.
What is needed is stricter enforcement on owning dogs and putting the onus on owners - making them responsible.
Pitbulls are still in places that have banned them so tighten up the laws and go after first offenders of any dangerous dog.

It is to everyone's best interest to go this route instead of letting a dangerous animal back into its home for a 10 day quarantine with a paltry fine. Go after backyard breeders and puppy mills.Laval will also have more power when it comes to dangerous animals, meaning it can force owners to send them to treatment, seize a dangerous dog or order it to be euthanized.

New law,on the way
The pit bull-style dog will no longer be considered a dangerous breed in Montreal,'' Sauve said. "We'll have a global approach that includes all dogs and I believe it's the right approach for Montreal.''
