In a way it makes sense ... all of these killings should not be publicized since they have been promoting more killings ...

Not sure how you are coming to the conclusion that there is anything racist about the actions of anyone involved ... publication bans used all the time for various reasons ...

Reading the quoted text at the beginning it has:

“I suggest consideration be given to allowing individuals, including vulnerable persons, to carry capsaicin spray, commonly known as ‘pepper spray,’ for self-defence,” reads a letter written by Justice Minister and Solicitor General Kaycee Madu.

Could be taken as a "for all" since there isn't any type of filtering referenced on "individuals" ... just the inclusion of "vulnerable persons"

I couldn't find the letter either ... just a lot of articles covering it ... might need an official request to get the full text
