Like I said, that's arguing semantics. There seems to be some belief that since specific people didn't say exact words and exact phrases it means Mr. Mendicino was lying. Ottawa police, Doug Ford and Jason Kenney all asked the federal government for help. This is on record. But some people seem to think that because they didn't specifically request the EA be invoked as the means for providing that help, that they didn't really ask for any help.

Nope, all an informed voter is is someone who understands how our democracy and elections work, and accept the will of millions of Canadians who voted for our government less than a year ago. Please read the Charter of Rights and Freedoms and detail, for each right or freedom protected by the charter, how these were impacted for each group, protestors and residents.
I am unsure what you claim was being protected by MM, as not having to listen to honking is not a protected right or freedom.
