That's right. Russia clarified the situation. Maj. Gen. Andrei Simonov, senior commander of electronic warfare, intercepted a Ukrainian bullet. It's also rumoured that Valery Gerasimov, the Russian army's chief of staff, was sent to Izyum to bring Putin a victory for the May 9th parade.

He decided to bring back a piece of shrapnel instead.
