1200€ can go a long way in Germany depending on where you live. The Ruhrgebiet which is one of the most populated areas, you can rent a small one bedroom apartment for under 300€, 2-3 bedroom for about 400-450€. Groceries, 25-40€ a week can fill your basket with decent food. Case of 20 x 500ml bottles of the national beverage will run you 10€. Massive public transportation system in the area.

Prices may rise, but taxes may decrease.
Quite frankly, if we can give someone some money so they can afford a place to live and a place to do their drugs so I don't have to see it in an alleyway or on a sidewalk, then it's a win.
