Well, not everybody can afford brand new cars that reflect your high standards for personal vehicles.

There's a term for what you describe - "Defensive driving". I think everyone will agree it's good practice.
So your position is that the RCMP isn't enforcing these rules because we should all be driving defensively and therefore the rules aren't needed? Why do we have them at all then? How does defensive driving prevent a pedestrian from getting hit by another driver passing on the right? How does it prevent getting rear-ended by a distracted driver?
I'm saying that I think the allotment of officers is more than sufficient and that other RCMP have better things to do with their valuable time. I'm saying that most of us already are reasonably safe. If we are to hire more officers or pay over time, I'd rather them be looking for online child pornographers, murderers and rapists etc. The heinous stuff, right?
There's a finite budget available, right?
As for "defensive driving", no I really don't think people know or understand what that really means.
I can't prevent any one from doing anything, nor can the police no matter how many we throw at it. It's much more systemic than that.
Would so rather be over educated that a knuckle dragging Neanderthal bereft of critical thought and imagination. Although in the case of Neanderthals, that's quite the insult.

for the love of god what efin part of only mandatory on commercial vehicles don't you get, all passenger vehicles have fenders that's what is required to minimize spray of mud and water

Its not just commercials. I'm not sure why you don't read the MVA for clarification?

It seems less common today but I have seen:
muffler dragging on the ground,
total absence of tail lights
burned out head lights
only high beams, no low beams
so much smoke you can barely see the car
and that is just on my street.

Actually, almost all the lifted trucks, if they are lifted over 4", (technically 10 cm) are not legal, they must be inspected and then given a "modified" status on their registration.

(b) altered by changes to its suspension height by more than 10 cm from the original basic specification of the vehicle manufacturer,
Limitation on operation
25.21 A person must not drive, operate or park a vehicle on a highway until it has been presented to a designated inspection facility and an approved certificate of mechanical condition in a form set by the director has been issued in respect of the vehicle by an authorized person.

I suggest you read the Motor Vehicle Act Regulations, particularly section 7.06

key words "if necessary mud flaps" just because you wannabe traffic cops are getting sprayed with water doesn't mean that theyre necessary I followed a prius that was spraying slush and water out the back I guess it needed some big cat mud flaps on it and I'm well aware of the lift laws thanks and I have my doubts that you were a traffic cop but hey its the interweb I used to work for NASA until I took a job at a nuclear plant
