You never know, maybe the leak is actually from the city side and it is just working it's way up on your side of the property? Houses do not own all they land right up to the curb, the true property line is set back from the curb.

City owns up to the curb stop. That's why you phone the emergency number and get you water shut off. I had to phone at midnight on New Year's once. The guy on call wasn't answering his phone so they got another guy to come out eventually who needed a designated driver. The valve was broken so he couldn't shut it off. So they shut the entire street off.
