Do not live in Summerland but have friends that have been there for a long time and they ALL say that it is a VERY unfriendly place to do business or open up a new larger business. As bad a Kelowna is for that, Summerland puts them to shame. Business has left and opened in other areas where they have prospered and employed even more people.....not something the tree huggers in Summerland want. Hopefully a future council will address this and have vision.

And while their at it, how about bringing (simplifying) the speed limits on HWY 97 into more modern times. HWY 97 through Peachland is two-lane and 70 KPH.....Summerland is four laned with what.....100KPH to 80 KPH to 70 KPH to 60 KPH to 50 KPH....give me a break.....this is an absolute embarrassment. I guess having one speed limit of 70 KPH through town would not be able to EXTORT enough money from drivers. It is nothing to see 3 RCMP at the same time giving out tickets in a 1/2 mile stretch.

Come on council, do not listen to the vocal minority, get with the times and prosper and encourage business. Time to drop the "commune" mentality.

It's my understanding that speed limits on provincial highways are governed by the provincial Department of Transport, not municipal governments. Councils can make requests but ultimately the decision lies with the provincial authorities and is based on things like accident history and potential for future accidents. If speed limits are low then there's likely a good reason for it, and enforcement is not extortion.

The good reason IS money and the there is no other location that I have travelled that is set up like this. It is absolutely ludicrous......even RCMP have said that.

You no doubt are one of these people that believes everything the government says and that they know what's best. When ANY....that's ANY politician uses the word "safety".....what they really mean is "money". They hide behind the word safety hoping we never question them on it.

And you no doubt are just another rolling safety hazard who's been nailed lead-footing it through Summerland. In case you missed my point, your plan to have 'future council' change laws set by provincial authorities is a little off the mark.

YES.....council's have the power to bring issues to the attention of the responsible parties who can enact corrective measures......more so than individuals.

You can honestly tell me that the way speed limits are set up in Summerland is normal......you must be one of these drivers that believe going 10 KPH UNDER a posted limit makes you a safer driver.

SUMMERLAND — The Ministry of Transportation and Infrastructure will be reviewing the speed limits on Highway 97 in Summerland, thanks to Coun. Robert Hacking and Mayor Janice Perrino.

Hacking and Perrino met with ministry officials on July 7 about the various speed limits.

“There are six changes in the speeds from 100 km/h to 80 to 90 to 60 to 70 to 100,” Perrino reported to council this week.

“The highways are confusing enough without all of the extras we put on drivers. So we have asked highways to study the issue and come back with suggestions.”

That should be a major concern to all voters. Once the smoke has cleared on the ALR application there are still the day-to-day problems of running the town. You still have to get the water uphill and the poop down. Of all the new candidates, how many really have something to offer other than a strong viewpoint on the land-swap? How many are offering up popular catchphrases and rhetoric as a vehicle to get a no-swap vote on to council and what good will they be after that issue is decided?

Exactly fluffy, this is a huge concern for all Summerland residents. These Stop the Stop candidates if you listened to how they answered questions this past month, they have no idea what the flute they are talking about. I think in their minds that council has the ability and power to part water in Summerland.

When asked a questions at the All candidates forum, no mater what the STS candidates reverted back to the land swap.

Another concern I have is with Denise MacDonald, and some committee members and council at the time. Historical facts.

THE LOSS OF KETTLE VALLEY DRIED FRUIT TO SUMMERLAND.

The $10 million expansion to Kettle Valley Dried Fruit would fulfil one of the municipal planning goals of Summerland’s Official Community Plan which is to strengthen the economic base of the agricultural sector within our community.

J.B current plant on Highway 97 on ALR land is directly linked to agriculture production, has the support of the agricultural infrastructure board and had received approval from the Agricultural Land Commission in 1996.

So is it not logical to assume that a $10 million expansion that would provide 100 added value agricultural jobs also be approved?

This expansion could not take place on the adjoining property to the south.

J.B had a vision to establish a clean agri-food industrial park. Kettle Valley Dried Fruit was to be the first agri-business and was slated to open prior to the economic downturn.

The 60 jobs that went to Omak would have remained in Summerland and would be added to the current 40.

Yogopogo Yogurt was to be the second but left town when the application was not granted. In a letter to the editor in July, 2008, Peter Waterman said, “the intent of the reserve is to preserve land for future generations for the production of food or food related production.”

When J.B applied for an Official Community Plan zoning amendment in June 24, 1996, the purpose was to establish a fruit and vegetable processing operation for 14014 Hwy. 97.

David Gregory and Lorraine Bennest did not support the application.

When J.B KVDF application for non-compliant use of ALR land on Bentley Road came before the Agricultural Advisory Committee, Denise McDonald (AAC member) did not support it. This was expected. She stated this was an industrial activity and it should be in one of our industrial areas.

This became the rallying cry against the KVDF for her like minded associates on council. She had every right not to support the application but what she did next she did not have the right to do as a committee member.

She talked to Mayor Gregory before our recommendation went to council and convinced him the minutes from our meeting did not reflect what took place at the AAC meeting.

A few days after council supported J.B application (the usual 4-3 split) a received a copy of a letter that a non-voting AAC member from the BC Ministry of Agriculture and Lands sent to the ALC prior to their ruling on the application.

In a letter that was sent to David Gregory, the mayor at the time, said, “It is obvious you were concerned about the accuracy of the Feb. 16, 2006 Agricultural Advisory Committee minutes. Is your concern about their accuracy the result of the harassment that took place by one AAC member?
“If your concern was so great why didn’t you ask any of the other committee members, the corporate officer, the recording secretary or the assistant planner who were all present when the meeting took place?... The outcome is you gave this low ranking bureaucrat the opportunity to send his comments to the ALR and as a result the entire Agricultural Park is now in jeopardy.... The obvious inference that can be drawn from this is you are having second thoughts even though you voted for it.”

I have no doubt what Denise McDonald’s intent was and I don’t believe David Gregory had any malice intent.

But we do believe he showed very poor judgement and a total lack of common sense. He did not help.
