No English?
With the John Nuttall and Amanda Korody stories in the news everyday, the subliminal messaging finally got to me, so I went over to Target to go buy a pressure cooker. There was only 1 left, and the writing on the box was only in French. No English anywhere. How on earth does that happen? If this were Quebec, I would complain to the language police, and sue for $30,000.

Perhaps it was a printing error.
I would advise you contact the company that produces the pressure cooker and ask them, as opposed to asking a forum where all you'll receive is speculation.

The box was all in French, but the instructions were in French, English, and Spanish, so it's all good. Who cares what the box says. It's not like anyone reads the boxes.

•Every “inscription” on a product, its packaging, container, leaflet, brochure, or card supplied must be in French
•If there are multiple languages on a product label, French must have “greater prominence” than the other languages
•Toys or games that require the use of non-French vocabulary for their use are forbidden unless there is an equivalent French product available on the Quebec market (Charter of the French Language, Section 54)
If the label was French and the instructions were in French, then it's pretty much a guarantee that product was meant specifically for the Canadian market. Could have been that the item was originally purchased in Quebec and returned here (not common or likely, but possible). Perhaps it was from a larger warehouse and shipped to the store in error, or ordered online and shipped from the warehouse that way (and returned).
I've been perusing the Target Canada Facebook page and have seen example of items bought at the coast and opened with "returned" receipts inside marked with stores like Kamloops...so items do move around.
