Been watching snowpack levels and water flow rate past couple of weeks.. has there been much sandbag preparation for residents along all creeks this season?

Property owners are responsible for their own deployment. Be happy that the city is supplying the bags and sand.

How could anyone predict a blockage?
UPDATE 11:50 a.m.
City of Kelowna director of infrastructure Alan Newcombe tells Castanet the flooding along Mill Creek last night was caused by a pulse of debris being washed down the creek by heavy rain.

Are these properties still able to get home / strata insurance for flooding??

Insurance is only good for property "damage".

The flood is basically over. It was pretty intense for a few hours, but nothing like 2017. Lots of last minute sandbagging, but the water was starting to seep up through the ground anyways. No rain in the forecast at all this week, and most of the snowpack that feeds Mill Creek (Postill Lake area) has melted. The highest elevation in the watershed might be 1500 meters, but most of the upland is closer to 1300-1400m. Mission Creek is a different story, because of the much higher elevations in its watershed. Parts of the Greystokes are almost 2200 meters elevation, the melt has just begun up there.

Federal government will supply a $22 MILLION grant towards flood mitigation in Kelowna. Well, any bets that money will be worth a lot less by the time this city conducts their usual "studies". City Infrastructure Director Alan Newcombe states "not designed for a quick fix"........"early planning stages (probably NOT started yet) and looking at 6 to 8 years". I hold little faith that the brain-trust in Kelowna will fix the flooding problem and will more than likely squander the $22 MILLION on "paint".

Thunderstorms with downpours projected over the next 48 hours. High risk of seasonal runoff flooding this week.

Where is the foresight 2020? Preparations should be made now, rather than "our mistakes are hindsight 2020."
