Tires dumped in stream
Tires have, I believe, serial numbers on them. Can these tires be traced back to the outlet who sold them and then to the customer who bought them? People generally are quite loyal to their tire outlets and usually are repeat buyers. There are so many tires in that creek that there must be a pattern of purchase. Like one vendor who sold most of them. If so, they need a visit.

When it's that many tires, it's unlikely they were dumped by the original owner. Likely a shady tire shop that doesn't want to pay to dispose of properly.
Tires do have serial numbers - but they are not unique numbers. They're more like a manufacturing code.

I wonder if they are from logging that was done many years ago and the roads have been overgrown since . no one is going to hike in to dispose of that many tires.

Logging equipment does not use passenger car tires. There are some heavy equipment tires shown, but mostly we see smaller. They were likely dumped higher upstream off the side of a roadway or rolled down a gully. Then during spring melt they get moved downstream.

Just pure laziness. Tire shop's do not get charged for scrap tire removal and any that claim they do are full of it. I spent 20 years in the industry managing stores for a couple large sellers. When you purchase new tires there is a $5 levy per tire that covers the recycling fee.
Any tire shop is supposed to take scrap tires kind of like a recycling depot. I know a couple place's in town refuse simply because they don't have much space for scrap tires and a couple others that charge $5 per tire and pocket it.
Tire Stewardship BC is a great program and will list many of the locations that offer scrap drop off locations.

Hmmm not really sure where the site is but there is a very steep embankment to the repeater station past Becker Lake. For years it was a popular place for young people to roll stuff down. Theres everything from tires, appliances, and some very old cars at the bottom. A person can only get to it by dirt bike on a side trail.

You're right. Logging equipment doesn't use passenger tires. But quite often the smaller tires are used in the transportation/loading/off-loading of equipment...

Trying to think of something profound, and full of wisdom to place here...any suggestions?

all I know if I was this group of serious people whom like to clean things up I would not be asking some government
if it,s ok to clean up I would just go ahead and remove the debris

It's like when they sink a ship in the ocean to make a new reef-like structure for creatures of the deep, they have to be sure what the effect will be before they take action. Passenger car tires are Completely untraceable to the end user.
