City strong arming the Elks?

You bet they are. That's a valuable piece of property that the city wants to add to the rest of the chunk it owns on the block. The Elks are in position of weakness following the lack of rentals during Covid. The city smells an easy kill to acquire land for some new civic buildings. This block would be a great spot.
