Update:
In defiance of a House of Commons committee, the president of the Public Health Agency of Canada still won't explain why two government scientists were fired 18 months after being escorted from Canada's highest-security laboratory.

Iain Stewart had been given a deadline of Friday to provide an explanation to members of the special committee on Canada-China relations for why PHAC terminated the employment of Xiangguo Qiu and her husband, Keding Cheng, in January.

Instead, he sent the MPs a letter saying that the Privacy Act does not allow him to share "employment or labour-relations matters concerning public servants."

Questions about an RCMP investigation into the two Canadian government scientists should be directed to the Mounties, Stewart added.

The pair were escorted out of the National Microbiology Laboratory (NML) in July 2019 over what was described at the time as a possible policy breach and administrative matter.

In his letter Friday, Stewart linked their departure to a "number of review processes" initiated by PHAC in 2018, "relating to possible breaches of security protocols at the NML."

The Winnipeg lab is Canada’s highest-security laboratory, designed to deal safely with deadly contagious germs such as Ebola.

PHAC has previously said the pair's escorted exit had nothing to do with the fact that four months earlier, Qiu had been responsible for a shipment of Ebola and Henipah viruses to China's Wuhan Institute of Virology.

If the leader of the PHAC says there were no Viruses sent to the P4 Lab. and others in Wuhan China then there is no problem.

Except The WHO also says they went to that Lab. in Wuhan China one and a half Years later and seen No evidence of Viruses there. But we know that these Labs. have to have those there so they can work on the Vaccines to fight them.

But previous stories [ somewhere ] stated that the Winnipeg Lab. shipped 16 vials of something and there were no Viruses included. So let us ask Why did they fire the two Biologists and their student helpers and escort them from that Lab. if they did not do any real serious issues?.

Why can they not just tell the people what paper work and what other Minor issue made them do this Major result and who believes anything the Who says anymore.

Does the Privacy Act protect discussing World pandemics, or Wars?.

You seem to get stories confused.
Several sources, who have asked to remain anonymous because they fear for their jobs, say the pathogens may have been shipped to the Chinese Academy of Sciences in a way that circumvented the lab's operating procedures, and without a document protecting Canada's intellectual property rights.

The reason I and others get confused is because some answers say that No Viruses were shipped from Winnipeg and The Who says no Viruses were seen at the Wuhan Lab. Yet they admit the shipments contained Hanepah and Ebola Viruses which are some of the deadliest Viruses in the World.

We know that these Level 4 Labs do research with these viruses so why would anyone say there is no evidence of these at the Wuhan lab. which We know does Germ Warfare Research which uses these very viruses?.

The biggest issue is that this New Deadly Virus began Near that Lab. in Wuhan and they are still trying to find the source of it and of Patient Zero one and a half Years later.

Not the Wet Market, American Cyclist, Bat, Bat cave, Pangolin, Frozen Food and lastly not Bat Cave Hunters?. We wonder in awe at what the heck was it and can they tell us because there is a Privacy Act issue involved there also?.

SEE why We are confused?.

I haven't read that. Who said there wasn't evidence the virus escaped from the lab. I don't believe they ever stated there weren't viruses at the lab.

WHO and CCP have been in bed together for years now (under the corruption at the UN), they will be covering each other’s stories.

Good luck ever getting to the truth.

This serious issue needs to be discussed in public before Canadians cast their ballots.

Trudeau has been trying hard to keep this under wraps.

Would you change your vote if it were found that Trudeau's negligence and/or complicity resulted in the COVID-19 pandemic?
China disease theft concerns


Canada needs to take Chinese spying seriously in the wake of the espionage theft of disease intellectual property from a Canadian Food Inspection Agency (CFIA) case and possibly from Winnipeg in connection with COVID-19, a human rights lawyer says.

“The lifting of secrecy about the theft of viruses from the Winnipeg lab which were taken to Wuhan Institute of Virology in China would allow for a publicly available study on whether there is any link between that theft and the outbreak of COVID in Wuhan,” David Matas said.

Parliament has ordered disclosure of documents on the Winnipeg lab case involving several Chinese nationals and a possible link to China’s military.

And, on Aug. 10, Glacier Media revealed that, according to RCMP documents obtained through access to information laws, a Chinese agent had targeted a CFIA researcher with research on animal brucellosis, a highly contagious disease transmittable to humans, going to China.


“Chinese spying and Chinese theft from a Winnipeg laboratory are a matter of grave concern, whether there is any link to the COVID virus or not,” Matas said. “Even if one can establish beyond a shadow of a doubt that there is no link between, on the one hand, Chinese spying in Canada and Chinese theft from the Winnipeg laboratory and, on the other hand, the COVID virus, we should still be concerned about the spying and theft.”

Both cases were subject to RCMP scrutiny.

Justin: Okay boys, the coast is clear, at least for now. I called this ridiculous election because when it comes out that my friends in China made COVID with the viruses I let slip out of Canada, I'll be hanged, drawn and quartered.


The Trudeau government is dropping its quest to have a court prohibit the disclosure of documents related to the firing of two scientists at Canada's highest security laboratory.

It served the Federal Court with a notice of discontinuance late Tuesday afternoon.


In so doing, it's avoiding a legal showdown over the long-standing principle that the House of Commons is supreme and has unfettered power to demand the production of any documents it sees fit, no matter how sensitive and regardless of privacy or national security laws.

Opposition parties joined forces earlier this year to pass a Commons order demanding that the Public Health Agency of Canada turn over all unredacted documents related to the firing of scientists Xiangguo Qiu and her husband, Keding Cheng.

The pair were escorted out of Winnipeg’s National Microbiology Laboratory in July 2019 and subsequently fired last January.

The government applied to the Federal Court of Canada in June to prevent release of the documents, which it maintained would be injurious to international relations or to national defence or national security.

However, the Commons order to produce the documents, along with all other business before the chamber, was terminated when Parliament was dissolved Sunday for a federal election.

Yippee! I managed to live long enough to finally see an investigation commence into this very dark, secretive and possibly menacing happening.

Let’s hope that the shredder doesn’t get to the documentation first, (or maybe it has already, hence the Putz-run blocking of an investigation has ceased).
Sufficiently advanced incompetence is indistinguishable from malice. There’s a certain point at which ignorance becomes malice, at which there is simply no way to become THAT ignorant except deliberately and maliciously.

Fired scientists at Winnipeg lab worked closely and covertly with Chinese government, CSIS report says


The Canadian Security Intelligence Service determined that one of two scientists fired from Canada’s most secure microbiology lab worked closely and covertly with Chinese government labs and collaborated with “institutions whose goals have potentially lethal military applications.”

On Wednesday, the government released hundreds of pages related to the firing of Xiangguo Qiu and her husband, Keding Cheng from the national microbiology lab in Winnipeg. The pair were escorted out of the lab in 2019 and fired in 2021.

The hundreds of pages of documents include CSIS assessments created after the pair were marched out of the labs. The spy agency recommended the Public Health Agency of Canada revoke the security clearances of both scientists.

For Qiu, in particular, they found there were strong ties between her and the Chinese government.

“The Service assess that Ms. Qiu developed deep, cooperative relationships with a variety of People’s Republic of China institutions and has intentionally transferred scientific knowledge and materials to China in order to benefit the PRC government,” reads a letter from January 2021 recommending her security clearance be revoked.

PHAC’s National Security Management Division was advised on September 2018 that Qiu appeared as an inventor of a Chinese Patent that may contain scientific information produced at the Canadian Sciences Centre for Human and Animal Health (CSCHAH) in Winnipeg.

She was then found to have shared scientific data without the necessary authorities.

Qiu was found to have shipped sensitive materials outside of the national microbiology lab without approval, including antibodies to the China National Institute for Food and Drug Control as well as some others to the United Kingdom and the United States for testing.

She also admitted to having sent several emails to research associates through personal email accounts on Gmail or Yahoo instead of her personal corporate account.

As for Cheng, he not only used his personal email accounts and unauthorized external drives to conduct government business but also breached security policies regarding students under his supervision by giving them access to the scientific network through a computer in the laboratory.

He was also found to have allowed those students to work in the laboratories unescorted and did not prevent them from improperly removing laboratory materials on at least two occasions in October 2018.

A CSIS Security Assessment noted that Cheng had “circumvented” government policies and guidelines regarding the sharing of sensitive information as it pertains to assisting his spouse, Qiu, in communicating with foreign entities and in applications to foreign-sponsored talent programs.

In the last Parliament, the Liberals fought efforts to have these documents revealed including at one point taking the Speaker of the House of Commons to court to prevent them from being released.

Last fall, the Liberals agreed to have an ad-hoc committee of opposition MPs review the documents with any disputes over redactions being sorted out by a panel of judges. In an introduction to the hundreds of pages, the MPs on that committee said the recommendations were not necessary.

“The information appears to be mostly about protecting the organization from embarrassment for failures in policy and implementation, not legitimate national security concerns, and its release is essential to hold the government to account,” the MPs wrote.

Conservative Leader Pierre Poilievre called it an “unprecedented and terrifying security breach” and said he would make it a priority to secure Canada’s labs against these kinds of breaches.

“This is a massive national security failure by Justin Trudeau and his Liberal government, which he fought tooth and nail to cover up, including defying four parliamentary orders and taking the House of Commons Speaker to court,” said Poilievre, in an emailed statement to the National Post.
