Bolded part is mine. What he means by this is that the vast majority who are about to head into a dictatorship don't see it coming. They think that this time will be different, and that they are too smart to fall for the traps previous generations fell into.

I would check out those instincts again, they seem to have a biased and partisan historical perspective.

Ya, partisan in the sense that she is partisanly opposed to dictators who demonize minorities. She needs to consider the feelings of poor little Klaus Schwab and his puppet Trudeau. :crazy:
