Canada eyes cash for critical minerals in Biden's big new climate bill

A historic climate bill just passed by the U.S. Congress could have implications in entrenching Canada's role in the shift toward clean transportation.

The legislation that passed last week established preferential tax treatment for electric vehicles assembled anywhere in North America.

That made-in-North-America approach generated some news headlines by bringing an amicable resolution to a months-long Canada-U.S. irritant.

Less noticed in the bill was a pot of money containing hundreds of millions of dollars to jump-start a new domestic industry in components for electric-vehicle batteries.

The ripple-effects could eventually be felt across the border, up into remote Canadian mining communities.

At issue is growing U.S. concern about becoming dependent on its great geopolitical rival, China, for the critical minerals powering future vehicles.

President Joe Biden invoked the U.S. Defense Production Act earlier this year allowing him to fund projects that would lessen dependence on U.S. rivals.

He's now getting the funds to do it: $500 million US set aside in this incoming law, after another $600 million was tucked into a recent Ukraine assistance bill, atop an older multibillion-dollar loans program.

Those funds are now at Biden's disposal to enact his stated plan to develop new suppliers for lithium, nickel, cobalt, graphite and manganese, as well as heat pumps.

Could some of that money create new battery-component projects in Canada? Canadian officials are hopeful it will.

They point to a document recently posted on the White House website, from a binational panel: It explicitly mentions Canada being included as a domestic source under the U.S. Defense Production Act and says that creates potential co-operation opportunities on critical minerals.

"There is an opportunity the way [the bill is] structured — to take advantage of some of that," Kirsten Hillman, Canada's ambassador to Washington, told CBC News in an interview.

"This will spur domestic production [in the U.S.]. It also includes Canada as a domestic source. So we look forward to shared opportunities."

Biden Called Cheney After Her Loss to Trump-Backed Challenger

President Joe Biden called Liz Cheney on Wednesday after the Wyoming congresswoman and vocal critic of former President Donald Trump was defeated in her state’s Republican primary.

Biden reached out to Cheney, who earned the ire of the former president when she voted to impeach him over his role in the January 6, 2021 insurrection and her subsequent work on the congressional committee investigating the matter, according to a person familiar with the conversation.

The White House declined to comment. A Cheney spokesman did not immediately respond to requests to comment on the call.

Following her 37-point loss Tuesday night to Trump-backed conservative lawyer Harriet Hageman, Cheney said she would do “whatever it takes” to block the former president’s path back to the White House.

“I believe that Donald Trump continues to pose a very grave threat — a risk to our republic — and I think defeating him is going to require a broad and united front of Republicans, Democrats and independents and that’s what I intend to be a part of,” Cheney told NBC News.

The 56-year-old is serving her third term in Wyoming’s sole US House seat, and is the daughter of former Vice President Dick Cheney. She has said that she is considering launching a presidential campaign in the coming months to challenge Trump’s expected candidacy.

Only two of the 10 House Republicans who voted to impeach Trump following the attack on the Capitol will stand for re-election. Four, including Cheney, have been defeated in Republican primaries, while another four have announced their retirement.

Last month, Cheney attended a ceremony at the White House where Biden awarded former Senator Alan Simpson, another Wyoming Republican, with the Presidential Medal of Freedom, the nation’s highest civilian honor.

Biden approves largest oil, gas lease sale in US history, steamrolls eco review with inflation bill
The Inflation Reduction Act reinstates Lease Sale 257, an oil and gas sale spanning 80.8 million acres across the Gulf of Mexico

President Biden reinstated the largest oil and gas lease sale in U.S. history, essentially steamrolling the need for environmental review, by signing the Inflation Reduction Act into law on Tuesday.

While the Inflation Reduction Act includes several green energy provisions opposed by the fossil fuel industry, the bill also orders the Department of the Interior (DOI) to take a series of steps to boost fossil fuel production on federal lands and waters. The legislation specifically requires the DOI to reinstate Lease Sale 257, a massive offshore oil and gas sale spanning 80.8 million acres across the Gulf of Mexico, within 30 days of enactment.

"There should be no questions about the issuance of leases from Gulf of Mexico Lease Sale 257," National Ocean Industries Association President Erik Milito told FOX Business in a statement Tuesday. "The legislation is clear and mandatory."

"Congress has acted, the leases must be issued and the lawsuit must be dismissed," he continued.

Biden approval rating ticks up 3 points in one week: poll

President Biden’s approval rating ticked up 3 percentage points in the past week, according to a Politico-Morning Consult poll released on Wednesday, as Democrats scored a major legislative win with the passage of their climate, health care and tax reform package.

The poll showed that 42 percent of registered voters said they approve of the job Biden is doing as president. The same poll released last week showed Biden’s approval rating was at 39 percent.

At the same time, the number of registered voters who said they disapproved of his job performance dropped from 59 to 56 percent.

More people in the latest poll also said the country was on the right track — 30 percent, compared to 25 percent last week. Seventy percent of registered voters said it was on the wrong track, compared to 75 percent the previous week.

The latest poll is likely welcome news for Democrats less than three months ahead of November’s midterm elections. Presidential approval ratings are considered one indication of how the president’s party will perform in elections, though Biden’s numbers remain underwater and Democrats still face other headwinds.

The survey was conducted in the days after House Democrats passed a sweeping health care, tax reform and climate bill, with every member of the caucus voting in favor. Senate Democrats had passed the bill through reconciliation the previous week.

It was a key win for the president and his party after a year of trying to pass various versions of a larger climate and social spending bill and being stymied by Sen. Joe Manchin (D-W.Va.) because passing the measure through reconciliation required the support of all 50 Democrats.

The surprise deal between Manchin and Senate Majority Leader Charles Schumer (D-N.Y.) was a slimmed down package, but it still contained some of Biden’s campaign promises and significant climate investments.

The Politico-Morning Consult poll was conducted between Aug. 12-14, among 2,005 registered voters. The margin of error is plus or minus 2 percentage points.

Breathing room for Biden: Big summer wins ease 2024 doubts

President Joe Biden and his allies hope big recent wins on climate, health care and more will at least temporarily tamp down questions among top Democrats about whether he will run for reelection.

That optimism may be short lived, at risk if and when former President Donald Trump announces another White House campaign. But for now, the “Will he or won’t he“ Washington parlor game appears to be on hold.

“I think the naysayers are pretty quiet right now,” said former Democratic Virginia Gov. Terry McAuliffe. “I think they’ve seen reality.”

In just the past several weeks, Biden has signed into law a climate and prescription-drug package that accomplishes many of his party’s long-held objectives; Congress has sent him bills that impose strict limits on guns and set out a plan to boost U.S. high-tech manufacturing. A drone strike killed al-Qaida leader Ayman al-Zawahri, average gasoline prices have fallen back below $4 per gallon and there are signs that inflation — while still white-hot — may finally be cooling.

All that has eased a debate over Biden’s future that was spreading. Fellow Democrats running for reelection were struggling to answer whether America’s oldest president should seek another term. But now they have a fresh agenda they can campaign on heading into the November midterms.

The president has increased his Democratic fundraising efforts, and next week in Maryland he’s holding his first rally for the party of the fall campaign season. He also plans to travel aggressively to boost candidates.

As a former senator, Biden knows some lawmakers may need to create distance from him to best win their races — but also that others could benefit from joint appearances. Aides say Biden may prove most useful amplifying Democrat-championed issues that are broadly popular, like lowering prescription drug costs and protecting abortion rights.

Cedric Richmond, one of Biden’s closest White House advisers before leaving for a senior Democratic National Committee job, said he wasn’t sure the spate of positive news would put an end to 2024 questions, “but it should.”

For “tried and true Democrats, the answer was a simple, ‘Yes, he should run. Yes he’ll be our nominee. Yes he’ll win.’”

But comments like that don’t make the news, said Richmond, a former Louisiana congressman. “So the only story was when somebody waffles or blows the question.”

In the last few days, Katherine Eban of Vanity Fair, as well as authors at the Washington Post, Axios, and the Wall Street Journal have all published in-depth portraits of the Biden administration and federal health agencies’ response to the monkeypox outbreak, each telling the same bleak story of a sluggish reaction, key missteps, confusion, and miscommunication.

As cases of monkeypox ticked upward around the country, spreading primarily via skin-to-skin contact among men who have sex with men, six long weeks passed without significant action to deploy vaccines widely. Vulnerable Americans found themselves hunting for elusive shots and scrambling to add their names to digital sign-up sheets that filled up within minutes of being posted.

Said a former federal health official who worked on the US smallpox response plan, “I can’t see where any part of it was activated.”

Biden 'rejects' defunding the FBI amid calls from some Republicans

The White House is strongly condemning calls from some members of the Republican Party, including some elected lawmakers, to "defund the FBI" in the wake of last week's search of former President Donald Trump's Mar-a-Lago estate.
The pushback marks the White House's most aggressive response to the FBI's search to date and comes as other Republicans, including former Vice President Mike Pence, are sounding alarms on this message amid heightened threats to law enforcement.
"Just like President Biden rejects defunding the police, he rejects defunding other law enforcement, including the FBI," White House deputy press secretary Andrew Bates said in a statement exclusively to CNN Wednesday.

"The President has called for boosting police funding through the COPS program and hiring 100,000 additional officers. He also included over $10.8 billion for the FBI in his most recent budget. The men and women who bravely serve in law enforcement to keep all of us safe deserve the resources and support that they need to do their jobs - not seeing their budgets slashed," he said.

White House chief of staff Ron Klain blasted the calls to defund the FBI as "a reckless and irresponsible idea," in an interview on CNN's "Don Lemon Tonight" on Wednesday.

The statements come as GOP calls to defund the FBI ramped up in the past week, signaling Trump's grip on his party. Reps. Marjorie Taylor Greene of Georgia, Lauren Boebert of Colorado, and Paul Gosar of Arizona have each posted the sentiment on their social media accounts, and Greene is selling $30 hats and T-shirts with the slogan.

Biden building $490,000 taxpayer-funded security fence around beach house

President Joe Biden is building a $490,000 taxpayer-funded security fence around his Delaware beach house.

The Department of Homeland Security awarded a company $456,548 to install the fence in September of last year, according to USAspending.gov. Since the original payment, costs have crept up to $490,324.

"Due to the need to maintain operational security, the U.S. Secret Service does not comment on the means, methods or resources used to conduct our protective operations," the Secret Service told Fox News when reached for comment regarding the construction.

According to USAspending.gov, there have been two additional payments on top of the original $456,548 that led to the current total. The latest payment was made on June 8, to the total of $26,933, for "ADDITIONAL WORK."

The anticipated end date for the construction is given as June 6, 2023.

Biden is expected to head back to the $2.7 million Delaware beach house on Saturday, Fox News reported.

BIDEN IS STILL DRAGGING HIS PARTY DOWN. There has been a surge of optimism among Democrats lately when it comes to November's midterm elections. The short version of the thinking is: Maybe we're not going to get clobbered after all! But much of their hope is still likely in vain. For one reason: President Joe Biden.

It's true that so-called generic ballot polling has moved a few points in the Democrats' direction. The generic ballot question is: If the election were held today, would you vote for the Republican or the Democratic candidate for your representative in Congress? In the RealClearPolitics average of polls, the Republican Party has led in the generic ballot question since late last year. At one point, in February, the GOP lead was 4 points. For much of the summer, it's been 2 points. But recently, Democrats have been catching up, and at the moment, the two parties are tied in the RealClearPolitics average, 43.9% to 43.9%.

In the Senate, Democrats do have some reason for optimism about keeping their 50-50 tie, which, with the Democratic vice president, gives them operational control. Former President Donald Trump has pushed weak candidates in a few key races, Georgia and Pennsylvania foremost among them, who might end up costing Republicans their chance to win control of the Senate. There has been much discussion about Trump's clout in GOP primaries, but of course, the final test is whether his candidates actually get elected.

Speaking to Politico, Klain said: “The president has delivered the largest economic recovery plan since Roosevelt, the largest infrastructure plan since [Dwight D] Eisenhower, the most judges confirmed since Kennedy, the second-largest healthcare bill since Johnson, and the largest climate change bill in history.”

Klain’s comments, aimed at voters contemplating the midterm elections, are an indication that Democrats plan to campaign heavily on their accomplishments in the less than two years they have been in power. He also pointed to “the first time we’ve done gun control since President Clinton was here, the first time ever an African American woman [Ketanji Brown Jackson] has been put on the US supreme court.

“I think it’s a record to take to the American people.”

Klain’s references to historical figures chimes with Biden’s own interests. The president has regularly consulted historians, among them Doris Kearns Goodwin, Michael Beschloss and Eddie Glaude Jr, while Jon Meacham, a biographer of Thomas Jefferson, Andrew Jackson and George HW Bush, has been a close adviser in shaping Biden’s effort to restore “the soul of the nation” after the presidency of Donald Trump.

Democrats control Congress by narrow margins. Opposition parties commonly do well in the first elections of a presidential term, and Republicans remain favoured to take control of one or both chambers. But legislative successes, most recently the passage of a major domestic and climate crisis spending plan, the Inflation Reduction Act, have given Democrats hope.

One senator, Brian Schatz of Hawaii, pointed to the need to communicate better, writing: “I feel like the media is having a hard time metabolising the fact that this Congress has been historically productive. And acknowledging the size of these accomplishments, and the degree of difficultly – it’s just hard to do accurately without sounding a bit left-leaning.”

There is some indication that Democrats are becoming more popular. They have established polling leads in key Senate races including Arizona, Pennsylvania and Ohio, against Trump-endorsed Republicans who are struggling to attract moderates and independents.

In Kentucky on Thursday, Mitch McConnell, the Senate Republican leader, seemed to downplay expectations. McConnell said: “I think there’s probably a greater likelihood the House flips than the Senate.
