Since the shelters will be in one place it might make the monitoring of them a little easier though I doubt retrieval will be as easy.
Those using a shelter must agree to return the shelter once weather improves.
Truths can be backed up by facts - do you have any?

I'm curious as to what flaws were found:
So far, one homeless person has tested out the shelter and complained of a few flaws but Monette is working with the shelter's designer to make some improvements.

Gaps would be the first thing to address of course.

They can't keep solid objects in one piece, ... Just give them stuff made of some foam. Good luck with that.

If he's testing it out doesn't it make sense that the shelter does what it is designed for?

I'd be ok with what your saying IF the product tester was a potential consumer ...
