Ok, so the College has problems.
Did the hackers use the Cities network to get into their servers?
And does that mean the everyone else on the dark Fibre Network had better security?

"dark" fibre does not have the same meaning as "dark" web, I'm a little unclear if we're all on the same page with that ... there hasn't been any public information if parts of the dark fibre were leased, hence "lit" so it's a bit of a misnomer to refer to it as a possible avenue of attack

There are no details on how the attack was carried out, anytime a breach like this happens the information released publicly can be varied depending on if they can find the smoking code, or if it wouldn't reveal a new exploit that can be used against them or others in the near future ...

Should prior staff and students be concerned, and if so, for how far back?

Nothing in life is guaranteed and they were doing everything they could, firing computer security staff every time an exploit was used in this kind of attack would be demoralizing to that particular specialty ... bad overall for the industry

Actually it's not "pretty clear" given the numbers of high profile ransomware attacks in recent years.

Attack strategies also change on a practically hourly basis, but then what would you know about IT.

Good on them for not paying the ransom. Don't negotiate with terrorists. Don't give the incentive to do it again.
I have learned that to be with those I like is enough.
