I was thinking they could help cleaning up the highway.
There was a shopping cart lying on its side with spilled contents spread out right down to the ditch. Old clothes and litter of every description line the highway.

I don’t know if the volunteers are picking up roadside trash or not. The problem is is that the roadside where I noticed the gawd awful mess is right beside the encampments. In other words, it’d be a 24/7 job cleaning up their litter
Added. At one time roadside litter pickup was done in spring and fall, if I remember correctly. It wasn’t intended to use the volunteers as full time unpaid workhorses

Back when, seemingly not to long ago, when a mess like this was reported to city hall by a concerned citizen, a works dept. crew was sent out to clean it up. I guess the tax dollars are no longer available to do this as more money gets wasted on woke BS. And good luck getting volunteers, adopt a highway people to clean it up, not when you're probably dealing with feces, needles and fentanyl concerns.

This is what I posted a few days ago. I did not copy and paste the article so its meaning and intent was entirely overlooked. Here it is, word for word. It concerns not only Vernon but the whole province. The reason I posted it here is to fully display by the photos available on the previous page just how hazardous and environmentally destructive these camps have become.

The City of Vernon will have an even tougher time taking down homeless encampments.
Coun. Kari Gares brought the topic up at Monday’s council meeting, bringing attention to the BC NDP’s Bill 45, which received Royal Assent on Nov. 30.
“Bill 45 is the Miscellaneous Statutes Amendment Act, and it deals specifically with homeless encampments,” said Gares. “So, now we no longer have the ability to actually take down a homeless encampment unless it meets certain criteria.”
According to Gares, the person living in the encampment must have access to basic needs.
Those include, but are not limited to, staying overnight at a shelter, bathroom and shower access, and access to one meal a day without charge.
Vernon's several homeless encampments have been cause for public outcry this year, including one just outside city limits that was called an “absolute hazmat dump” by BX-Swan Lake Fire Chief Bill Wacey.
Vernon council has previously discussed its inability to take action on encampments when not on city land.
Gares said she brought the piece of legislation up for the public's knowledge.
“It's not going to be that easy to manage encampments – and we do know that they do pop up from time to time, basically without the city working directly with service providers to find acceptable places for them to reside.”

Exactly. Even aside from the biohazards that the common volunteer would be unable to clean up even if they were willing, who wants to spend their time trying to fix an unfixable problem? At this point the source of the problem is something that we are unable to fix. Literally unfixable until there is a major paradigm shift in how the western word operates. The paradigm shift will happen eventually but it will involve something that looks more like a fascist dictatorship than a democracy and, by that metric, isn't necessarily something we should champion or look forward to. Everything has a cycle. We're just at the end of one now.
Easier said than done but my unsolicited opinion is that the people who this new reality is affecting can either put up and shut up and do what they can to adapt to a low trust/low morale society by finding ways to live their life and flourish as best they can rather than dwell on the negative and become a s**t magnet. Or they can pack up shop, move to a more rural area with a tight knit community and work hard at assimilating into that community by finding ways to provide value. Much easier to keep a place clean that you feel a sense of ownership with. At this point our cities are no longer ours. Accept that and proceed accordingly.

Here is an idea, .. Maybe, citizens could organize in some sort of "neighborhood watch" teams, where they would go through these encampments in the middle of the night, and kick them awake to "check on their wellbeing", say every 2-3 hours. Just don't let them sleep, and they would hopefully leave on their own.
IMO, with this legislation, not only is it unlikely that these encampments could be legally removed any longer, but they will also grow rampantly.

(c) the person is offered without charge one meal a day at or near the shelter,
and
(d) the shelter is staffed when persons are sheltering
So if people refuse to use a shelter they should be legally made to clear out of the encampment
