Yes that is correct,
While none of the steel plants left in Canada are Canadian owned many of the American plants are not American owned either. The New Plants built sence 1985 controll the American Market with more flexable operating structures and lower production costs. That said there are still a couple of American Companies left, but who know how long they will last now. The Indians control the North American Steel industry, the new mills mostly operate on Socialist Profit sharing structures with very little management as the prices drop so do their production costs. While the Indians are mainly large intagreated steel producers with fixed costs for labor and raw materials as well as much higher management costs.

The Steel Plants in BC for example where scrapped back in the 70's and have never been replaced,
As all the Steel Plants are owned by large multy Nationals with interests that do not lay in Canada, while they cut back production here it is only to keep the production up at their Plants in Eastern Europe and Asia. Yes that is true we are in the dropping side of the cycle, many make money even when the cycle is at its low. Anyway it will take 3 to 4 years to build and start up these plants and steelworks and shipyards. By then the cycle will be doing something differant. We will have new modern automated plants with low cost rawmaterials and energy we will develop ourselfs most likely. We will be low cost producers!

How about 10,000 full time tax paying upper middle class jobs with the profits staying here in Canada instead of going to Russia, Brasil, India or the middle east as these are were the companies are from that controll our steel industry now. While all of them get their funding from the governments in the form of loans they are not paid for by the governments, the governments generally provide bond or loan garrentees for a fee like Quebec and most American States do. It does not cost the governments anything infact they generaly make a profit from the fee's charged.

This is wood land in the middle of nowhere not worth much with no wood, as the for government involvement you can not build a steel plant anywhere with out it, the last paved road with sewer and water I built including side walks ,curbs and guters was about 350 dollars a ft, There is no way to make a wild guess, for at best it is a wild guess, basicly the infastructure programs should pay for infastructures needed, and 2500 hectars of clear cut is worthless as far as I know. The government would be expected to provide training though, the BC government would have to help with land for gas production, electricity (Hydro at Cost), coal production. the permits and perhaps rail it is about 1 million a mile.We would also want their help with the Federal economic development funds that are available for any project like this, perhaps BC Ferries could also put up some money,as a modern yard will be competitive with anyone anywhere and will save them money, not to mention keeping the estimated 3 billion they plan on spending on new ships here in BC.
