Government often kept in the dark by bureaucracy?
Just one more example, similar to issues surrounding the CFIA (Canadian Food Inspection Agency), or even associated with the Afghan detainee torture issues, ...of how bureaucracy manages to keep government, even the Minister responsible and/or Prime Minister, in the dark for long periods of time about their actions or inactions. What hope does an electorate have expecting transparency from their elected representatives, when our elected representatives apparently have difficulty even getting it from the bureaucracy?

We don't have to go far to find the truth to this - the CD21 meeting last week showed us that city council is kept in the dark, too, by their bureaucrats. Councillor Rule first learned that there were three additional developers almost ready to submit proposals on the street - not from staff. She questioned Gilchrist about it - and he reluctantly affirmed that they were just finishing amassing parcels of land (assembling them he called it). Council had no knowledge of this, so staff is keeping them in the dark until they have some "done deals" - and I didn't use that phrase lightly, either.

Yes, Milroy and Westcorp thought they had city council in their pockets......The scary part is that they DID HAD and possibly still have the bureaucrats in their pockets. Glad to read some are waking up and smelling the not so rosy roses.....

As someone pointed out to you earlier Buddy, in a "business" as big as Canada (or even a province) it is virtually impossible for any politician to ride herd on every decision made at bureaucratic levels, and that applies to a Prime Minister (or any Cabinet Minister) too. I think you give our politicians of whatever political stripe too much credit LOL. As well, these various boards are granted a certain amount of autonomy to do what they do provided it satisfies the legislation they function umder. No one watches over their shoulder. But should it occur that they made a decision that was entirely within the law as legislated by a previous government (Liberals?), and something arises that brings that legislation into question, the current government has but two options.. leave it as it is, or introduce legislation to change it. From what I understand our government is going to do just that. Of course, being in a minority position it is possible for the opposition Liberals, NDP, Bloc to stop them from plugging the loophole. Would you be happy if they did that just because you choose to dislike (distrust?) PM Harper?

Pure unsubstantiated speculation aka hot air there bud and nothing more.
In actual fact you are "stretching" beyond reason and again since it isn't sinking in, when you factor in the size of this country and its accompanying bureaucracy it's virtually impossible for one person to know everything and quite frankly I'd like to see you file away that much data and be able to pull it up whenever you need it.
