A lot of crime probably goes unnoticed and It seems there are armies of thieves scouting about in the 1am to 4am period checking vehicle doors. I review my notifications and I get about 1 incident per month. The other vehicles in the neighbourhood are also checked at the same time. I assume this happens everywhere.

The worst I've seen was two separate incidents in one night. My neighbour had a tool trailer lock cut and table saws and such stolen. I've had people trespass my property looking for places to hide, checking doors, etc. My neighbours share with me what they see too. This all scrapes the surface.


This particular incident was about 2am in Jan 2021.

OK, Mazdatruck and Ken7, when all else fails lets read the document.

It gets complicated because the full document is called the "Kelowna 2042 - Official Community Plan" or "OCP". The OCP in itself is under bylaw 12300.

The difference is it doesn't say bars and shutters are prohibited it says they are "discouraged".

If , this Bylaw prohibited bar or shutters, as Ken7 says it would be a real mess, how can a government legislate that property owners or occupiers can’t protect their property ?

Here is the text that Mazdatruck has been referencing. It is described as a “policy”, the City of Kelowna “discourages” bars and roll down panels, but doesn't prohibit them.

From the Kelowna 2024 - Official Community Plan (emphasis mine)

Objective 4.17 – Create urban streets that are attractive to live, work and shop on
  • Policy 4.17.1
    Animated Pedestrian Realm. Prioritize streetscape design elements and activities that animate the pedestrian realm in Urban Centres, particularly along high streets, retail streets and civic streets, as illustrated in Maps 4.2, 4.4, 4.6, 4.8 and 4.10. Examples of these elements include event programming, temporary and mobile uses, and streetscape design elements that include, but are not limited to:
    • Street furniture
    • Space for pedestrian movement and outdoor patios
    • Pedestrian scale lighting
    • Removal of visual clutter
    • Street trees and planted boulevards; and
    • Placemaking features. To further support an animated public realm, discourage the use of window bars and roll down panels on building facades that front such streets.
Objective 5.15 - Create neighbourhood streets that are safe and comfortable for people to walk, bike and play on.
  • Policy 5.16.1
    Streets as Public Space. Supplement park space in the Core Area by providing other places for people to gather, including but not limited to shared spaces, urban plazas and activation at street intersections and mid-block connections. To further support activity in these spaces, discourage the use of window bars and roll down panels on building facades in Village Centres and along Transit Supportive Corridors.

You are correct.

The document tossed out is a policy, which is a suggestion, not law, By-law or Provincial Law.

When people come here and try and suggest there is a "law" stating you cannot do something. I ask can you present to me the law?? Only reason is, they are telling me, it's law. I keep very current on LAW.

This poster many times throws crap at you, and I don't have time to read his post anymore. Lost all credibility. There was another poster who was the same and I just say FIDO!!

I further can't spend time educating someone who just cannot accept fact and suggest I google!! LMAO.

This fellow was lucky the ICE team wasn't the ones on the ground.

Wonder just what conditions this individual was on? Likely not his first dealing with the RCMP and surely won't be his last.
